Competitive Negotiation Invitation for Mobile APP development of Beijing Old Vehicles Elimination & Renewal Government Subsidy Issuance System (Vehicle Owners ‘Application and Management Part) Procurement

“Capacity Building for Demonstration Construction of Carbon Trade and Green Finance Platform in China” of the United Nations Development Programme
I. Background
Beijing municipal government has established the “Scheme for further promotion of old vehicles elimination and renewal in Beijing City” to implement “Beijing Clean Air Action Plan (2011-2015 Air Pollution Control Measures)”(Jing Zheng Fa[2011] No.15),to study long-term mechanism for old vehicles elimination & renewal and to improve the air quality of Beijing City. This scheme will be innovative to use emissions trading principle to solve the problem of capital traffic congestion and air pollution, as well as economic incentives and strengthen supervision to promote the old vehicles elimination. Under this policy background, Beijing Municipal Government has authorized China Beijing Environment Exchange as the third party to build up the subsidy issuance platform, and set up “Beijing old vehicles elimination & renewal government subsidy issuance system” (hereinafter referred to as platform system) and several network offices to help the vehicle owners to deal with relevant formalities.
II. Competitive Negotiation Procurement content
Developing Mobile APP of the platform system is to utilize mobile internet to enlarge the coverage and recognition of the platform system, to provide convenience for old vehicle owners to apply the subsidies. China Beijing Environment Exchange (CBEEX) has authorized China International Center for Economic and Technical Exchanges (CICETE) to conduct competitive negotiation for Mobile APP of the platform system (vehicle owners’ application and management part), now we invite qualified suppliers to participate this competition. III. Responding Procedure
The intention organizations should send their proposals in electric format to dengsha@cicete.org by 12 am 17th November 2014. Please read the content carefully, any irrelevance of this content could cause tender abandoned. All tender documents will not be returned no matter success or fail.
