According to incomplete statistics, approximately 300 third-party verification bodies participated in the nationwide verification of historical GHG emission with the authorization and entrustment of the charging authorities of Provinces, Autonomous Regions and Municipalities, which assisted local authorities in successfully obtaining the historical GHG emissions data logged into the enterprises’ database, effectively promoting the development of the National ETS. However, during the implementation of verification, there are still many problems such as the lack of capacity of third-party verification bodies, imperfect internal management system documents, conflicts of potential interests within the verified parties, as well as inferior quality of reports, which seriously affect the accuracy of verification data, accordingly endangering the healthy development of the National ETS.
The Monitoring, Reporting and Verification (MRV) system is a crucial part supporting the National ETS, which determines the data quality control and assurance. Specifically, verification is the key step of emission data transmission and confirmation from emission enterprises to those departments in charge. The impartiality, quality control and assurance level of third-party verification bodies and verification capability are directly related to the quality and accuracy of GHG emission data. Therefore, it is necessary to establish and promote the supervision and management mechanism of the third-party verification bodies in the domestic carbon market, set stringent antecedent access and strict post supervision to ensure the sound development of the National ETS.
Assignments for bidding
With the support from Norwegian government, the Establishment of National Registry System for Domestic Emissions Trading Scheme and Voluntary Carbon Emission Reduction Project Phase II (hereafter referred to as ETS project) launched in 2016. Considering this assignment is about some crucial high-level tasks, like national ETS, MRV, etc., it is required that strong technical and coordination capacity in the related fields, as well as wonderful skill in reading and writing Chinese and English. So please any interested bidders make sure your capacity and experiences in related fields.
Submission of Proposal:
Interested bidders are requested to send confirmation letter to ETS Project Management Office (PMO) by fax and indicate whether or not you intend to submit a proposal no later than January 26, 2018 at 5:00 p.m. Sub-contract proposals should be submitted to ETS PMO before 5:00 pm, January 31, 2018 (Beijing time). Ten copies of the Proposal (including technical and financial proposals) are requested. Please carefully read the TOR for sub-contract and Request for Proposal (RFP) of ETS project. Any discrepancy with TOR or RFP could result in a rejection. No matter succeed or not, no proposal will be returned.
Following the procurement procedure of UNDP, ETS PMO will invite experts to evaluate project proposals submitted. and sign contract with a successful bidder according to the evaluation results.
